Why are there still no plans in place for a Northstowe museum?

Glad to see that RAF Waterbeach museum has re-opened in memory of Oliver Merrington. If the developers of Waterbeach barracks can fund a museum on the site then the developers of the new town of Northstowe have no excuse for not doing the same.
